David Shorr is a program officer in Policy Analysis and Dialogue at the Stanley Foundation, currently focusing on national security strategy, the US role in the world, and the United Nations. Prior to joining the Muscatine, Iowa-based foundation in 2000, Shorr spent many years in Washington working on a range of subjects from arms control to humanitarian crisis response, conflict resolution, and human rights. He has served on the staff of advocacy groups such as Human Rights First, Refugees International, Search for Common Ground, the British American Security Information Council, the Arms Control Association, and Physicians for Social Responsibility. Shorr was founding organizer of the Great Lakes Policy Forum and coordinated the agenda for its first five years of meetings on the protracted crisis in Central Africa. As director of ethnic conflict programs at Search for Common Ground, David was responsible for dialogue and reconciliation programs in polarized societies such as Burundi, Macedonia, and Bosnia.
