Ryan is a highly skilled outreach professional with a strong background in international affairs and public engagement. Since joining NSN, Ryan has created a national network of partners including individual activists, universities, civic organizations, professional associations and religious communities that promote a pragmatic and principled approach to national security policy. He also provides strategic guidance on NSN’s campaign and advocacy efforts. He has been published in fivethirtyeight.com and the Democratic Strategist. He was selected as an Election Observer to the OSCE election monitoring mission in Macedonia in June of 2011.
Prior to joining NSN he served as a Regional Field Director for the Biden campaign in Northeast Iowa. In 2006, he worked on the Senate campaign of Robert P. Casey (D-PA). Before that, he worked as a junior officer at the Organization for the Prohibition of Chemical Weapons (OPCW) in The Hague in the Assistance and Protection Branch. While at the OPCW, Keenan was awarded a Certificate in Emergency Chemical, Biological, Radiological, Nuclear (CBRN) Response training, at the Swiss Advanced Field Training Course, in April 2006. He received an MA in International Policy and a Certificate in Nonproliferation Studies from the Monterey Institute of International Studies in Monterey, California and a BA in International Studies from Dickinson College in Carlisle, Pennsylvania.
